Those birds belonged to two teenage boys, and this was just a training cession, not a public cockfight in a ring (where people bet money to the winner).

A cockfight is a blood sport between two roosters (called gamecocks), held in a ring called a cockpit. Cockfighting is now illegal throughout the United States and in most of Europe.
Cockfighting is still very popular in many countries in Asia, and Latin America.
