Actually the guy is spraying water on the debris for dust abatement.­

This development project is called Presidio "PHSH" Adaptive Reuse Housing.

The abandoned Public Health Service Hospital ("PHSH") is located in the Presidio of San Francisco.­ For more information about this place you can visit my series of photos of the San Francisco abandoned hospital.
